Two sailors, as close as brothers, reunite after each forging their own path in life.  Returning to their homeland years later with renewed hope, an unexpected disaster throws their lives into turmoil. Through the tumultuous journeys of nine individuals, the film uses the metaphor of an old dam collapsing due to neglect and political persecution to represent the eruption of pent-up emotions, intertwining their fates in a dramatic shift.
