The "Two Covenants" refer to the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social and Cultural Rights (ICESCR), which have been in effect in Taiwan for over a decade.
At their core, both covenants aim to protect human rights.
