Datong, a small city that was once prosperous but is no longer what it used to be, is determined to change and shape Datong into a cultural city with a history of thousands of years. Mayor Geng Yanbo hopes to develop tourism and restore its past glory. For this extraordinary project, he spent tens of billions of dollars to rebuild the ancient city vigorously and resolutely, and even more demolition forced 500,000 households to relocate. The mayor worked non-stop every day for this purpose. However, when everything seemed promising, the mayor was transferred away with an official document, and the half-finished city construction plan was also in vain. The film depicts the complexity of the character Geng Yanbo and reflects China's unique official culture and political dilemma.
